Validate & reform "who" can vote in the elections
This isnt a process item but it definetly needs to be addressed. The process by which PASS hands out ballots is flawed. The requirement of PASS only needing an email address to issue a ballot is wrong. PASS should require more info from members to allow voting in the elections. Something perhaps like name & email or maybe name, address & email. As it is there is apparently no way to keep someone with 1000 gmail accounts from gaming the system

I'd even extend this to separating the "membership" of a person from their (could be valid reasons for) website accounts.

Actually Allen, I'd like to take this a step further and have further criteria that entitles to a vote. For instance somebody who has never participated in the community should not have a vote imho. What that "participation" could be is open to debate but perhaps someone who has attended a conference... virtual or physical. Otherwise their vote is blind and based purely on guesswork and suposition.
