I think there are a few different things going on. The community sessions are largely driven by what topics get suggested and there seemed to be a lot of interest in "cloud" technologies. Microsoft determines what sessions they will cover.
We try to provide a broad range of topics so that there's something for everyone at any given time. Each year the program committee looks at what rated high and what was well attended and tries to adjust the sessions for the following year.
